October Research is pleased to welcome back fan favorite Phil Schulman to NS3 2025. We all remember Phil’s informative educational presentations that were always peppered with jokes and amusing stories. Now he’s going to share the secrets of the trade.
Since retiring, among other pursuits, Phil has educated executives, sales representatives and trade association members on the art of telling a joke. He will dispel all those common excuses people offer for their inability to tell jokes, teach us to understand and appreciate the three elements found in every joke and provide us with an inside scoop of his Top Ten Secrets to Successful Joke Telling. You’ll be telling jokes like a pro in no time. Attendees will be invited to share their favorite (tasteful) jokes – with prizes awarded for the best and worst jokes.

Phil retired from the practice of law in 2021. For 46 years before that, he was a distinguished consumer finance attorney and partner in Mayer Brown’s Washington, DC office.
As a member of the Firm’s Consumer Financial Services Group, his practice focused on a range of matters related to real estate finance, mortgage banking and consumer finance in the primary and secondary markets.
He represented companies in the mortgage lending, title insurance and real estate industries in connection with administrative and regulatory compliance matters, including those involving the Consumer Financial Protection Bureau (CFPB), the US Department of Housing and Urban Development (HUD), the US Department of Veterans Affairs (VA), Ginnie Mae, Fannie Mae and Freddie Mac.
His practice also included matters before the US Department of Justice (DOJ) in connection with actions brought under the False Claims Act.
Phil has authored numerous articles on issues affecting the settlement service industry, presented hundreds of presentations regarding the Real Estate Settlement Procedures Act (RESPA) and co-authored a RESPA Compliance Manual with partner Holly Bunting for the Mortgage Bankers Association. In addition, he has been a frequent contributor to October Research and other publications.
